RF Coverage Study Services

Professional RF Coverage Studies for Building Code Compliance

Find out if your building or upcoming project needs an Emergency Responder Communications Enhancement System (ERCES) before you pour concrete. Our certified technicians conduct thorough coverage studies that meet local fire marshal and International Fire Code (“Code”) requirements. Timely completion of these studies before and during construction can help prevent costly project delays.

What an RF Coverage Study Measures

An RF coverage study determines whether first responders radios can communicate reliably throughout your building. Fire marshals require these studies since modern building materials tend to greatly attenuate the ability of radio signals to penetrate exterior and interior building walls, windows, fixtures, and even the roof.

Our certified technicians carefully collect signal strength data at the specific test points and frequencies as specified by the Code to accurately document service quality. ComSpec maintains the highest standards of testing accuracy and professional integrity, ensuring all coverage assessments are both reliable and that they include responsibly justified recommendations.

Key Measurements We Document:

01

Signal Strength & Quality

Signal strength and signal quality at ground level and all floors

02

Critical Points Coverage

Coverage at Code-defined critical points such as stairwells, hallways, and emergency exit routes

03

Below-Grade Penetration

Signal penetration in below-grade spaces such as mechanical rooms and parking garages

04

Public Safety Towers Baseline

Baseline readings from local public safety towers

05

Structural Interference

Interference from building materials and structural elements

06

Adjacent Structures Evaluation

An evaluation to determine how existing or planned structures adjacent to the project site may affect existing and future signal propagation to the building

Why Building Codes Require RF Coverage Studies

Building codes nationwide now require radio-frequency (RF) coverage studies before many commercial construction projects can obtain a certificate of occupancy. If emergency responder radio signals do not reach your building’s required areas, you must install a communication enhancement system before you can pass final inspection.

ComSpec provides professional RF coverage studies using calibrated testing equipment to analyze the signal quality of the local public safety radio systems. We deliver detailed documentation that confirms code compliance or that identifies those areas where in-building signal enhancement will be required.

The ComSpec RF Coverage
Study Process

We conduct coverage studies in phases that align with your construction timeline. Most studies are completed within 48 hours of site access, with full documentation delivered within three business days.

01 TEST PHASE 1

Pre-Construction Planning

We review your building plans to identify potential coverage challenges based on construction materials and structural design elements. This planning phase ensures that when testing is conducted, we test all required locations, review local codes, and reach out to AHJs for any special considerations.

For example: We verify specific versions of the local building code that are referenced in the building plans. From experience, we have found many AHJs have now developed their own ERCES requirements and specifications. Our first step is to contact the AHJ for specific requirements and recommendations.

02 TEST PHASE 2

On-Site Signal Measurements

As per the IFC Code, a formal coverage test is required once the building is “substantially complete.” Ironically, if this study reveals coverage enhancement will be required, it’s a little late to start running cable in the finished walls and chases.

Prior planning is vital. Initial coverage assessments must start much earlier to avoid any “surprises” late in the project.

Multiple coverage studies may be recommended based on our early review of the project plans along with our experience with conditions at the site that affect radio signal propagation. They may include one or more of the following:

01

Early “Raw” Site Survey

After the building site has been cleared and initial construction commences, initial benchmark measurements are collected. This data is used to make early predictions of in-building coverage for the planned structure.

02

Framing Completion

When all building levels and initial framing are near completion, a check of signal levels is performed. The study results can further predict the likelihood that signal enhancement may be necessary.

If it is found that the building already has weak or failing coverage, then these results provide an early indication to plan at least for a system rough-in. After all, if coverage does not pass at this stage, it obviously isn’t going to improve after further construction.

It’s a good time to submit an initial ERCES installation permit application.

03

Following Electrical Rough-In

If earlier assessments did not indicate that enhancement may be necessary, this is the last chance to assess whether cable and conduit rough-in is recommended.

04

At Substantial Completion

This is the official study that determines if activation of a coverage enhancement system will be required.

Typically, the fire marshal will request this study report to be submitted as an amendment to the ERCES installation permit application to confirm a system will or will not be required.

FIELD TESTING

For all phases of field testing and eventual system commissioning, our certified technicians visit your site with calibrated testing equipment programmed to your local public safety frequencies.

We measure signal strength at ground level and throughout the building footprint, documenting readings at the grid intervals specified by the local code.

ComSpec may make multiple trips for measurements at different stages of construction to keep you updated on the status of signal levels in the building.

03 TEST PHASE 3

Data Analysis & Documentation

We analyze all measurements from each study against your local code requirements and generate a comprehensive report. If your building fails, or is predicted to fail, the signal strength and quality thresholds, we identify which areas need coverage enhancement.

If the building is not substantially complete at the time of our initial study, we conduct RF signal penetration predictions based on construction materials of the building and expected losses to predict if coverage will be needed.

FOR EXAMPLE

If testing reveals good signal quality outside, and there are failing critical points inside the building prior to it being substantially complete, then it is safe to assume an ERCES will be required.

A final coverage study will still be required by the fire marshal when the building is substantially complete, even if an ERCES is not required.

If the test results indicate good signals outside, but show marginal signals inside although nothing is failing, it may be recommended to prepare infrastructure such as conduit to make installation of a system practical should it be found necessary as the building is completed.

04 TEST PHASE 4

System Design Recommendation

When a building requires a communication enhancement system, a preliminary system design is provided showing equipment placement and a quote for the installation of your system.

This recommendation allows you to budget accurately and schedule installation, so all requirements are satisfied before your final inspection deadline.

What You Receive in a Coverage Study Report

ComSpec delivers a comprehensive documentation package that satisfies fire marshal requirements and provides actionable next steps. Our reports include:

Frequently Asked Questions

How long does an RF coverage study take?

Most studies are completed within one to two days of site access. Simple buildings may be tested in a few hours, while large multi-story facilities require more comprehensive measurement grids.

When should I schedule a coverage study?

Schedule your coverage study as early as possible in the design phase. Early studies allow you to budget accurately and integrate any required equipment into your construction plans.

What if my building fails the coverage study?

We provide consulting to examine all possible options for meeting the Authority Having Jurisdiction (“AHJ”) and Code coverage requirements. As part of our consultation, a preliminary system design can be compiled to illustrate the equipment required for your building to meet the requirements. You will receive cost estimates and timeline projections so you can plan accordingly.

Do you coordinate with fire marshals?

Yes. We deliver documentation formatted to meet your local AHJ requirements and can participate in pre-construction meetings with fire officials to clarify system expectations.

How much does an RF coverage study cost?

Coverage study pricing depends on building size and complexity. A single-story retail store building of less than 100,000 square feet may cost approximately $1,200.00. A five-story office building with each level not exceeding 100,000 square feet may cost approximately $2,000.00.
